I have a question, what do I do when I applied last year and haven’t enrolled to the particular institution I mentioned in my application and my status says provisionally funded do I have to cancel my application and start new application?

If you had applied for NSFAS in the previous year and got provisional funding, you do not have to cancel your application but you do need to start a new application if you want to be funded for the next year when you register in the beginning of the year at an institution.
